Egypt as a travel destination is not more dangerous than other travel destinations are. The country's government is also concerned about your security. It endeavors to protect the places where you are. It begins with the hotel security staff, continues with tourist police officers in the entrance area and on the streets. Ends with the police convoys organized when traveling to places like Abu Simbel or Western Desert. To be honest, police are everywhere in Egypt. However, this does not mean that you can only stay at the hotel resort and should not travel to explore the country yourself.
Hurghada, Sharm El Sheikh, Marsa Alam and other cities are tourist friendly. There is no need to worry even for women traveling alone, unless some rules should be followed. Then you can feel free and safe at the same time.
If you want to travel in the tourist center, try public transport (microbus, tok-tok, street taxi, bus). If you prefer private transportation, there are more "limousine" companies that give you deals straight from your hotel. They will pick you up at the hotel reception and bring you back there after the trip.
The transportation price is on a good budget (for Europeans). You can travel from city to city, but if you are a larger group of foreigners, your bus should travel under a tourist license - with the driver and guide with permission to work with tourists. Here you should know that an Egyptian citizen is not allowed to relocate tourists if he is not registered with the authorities. This is one of the points regarding your safety.
In order to enter certain places in the country (western desert, area near the Sudan border, near the Israel border, etc.) you need a special permit from the national security office.
